I believe her name is Olympia. Lesiana and Gurta would appear to be her subordinates.

Err...lesiana and gurta is the name of the territory/fort of the early chapters.
The fort that the heroes went to deliver supplies(?) to and end up defended it from the empire's army and dragon is gurta, and the elves territory is lesiana.
Olympia is just recounting how the kingdom have made an unbelieveable breakthrough in succession, hinting that it's the heroes work.
