Well the thing is, So far there's nothing that implies that Ibuki have any actual innate talent, just better training. So by sheer power wise, yeah that might equals out with the actual sheer talents (Shao or the S class kids).

Besides, it's not like he can just kill them (which is what he specialises in) which is different from fighting, so maybe he is holding back or his actual talents couldn't shine given the context. We could get a better feeling later on where his assassin aspect becomes the focus of the story.

He's still just a kid. Being assassin doesnt make him special except in killing. Those 3 in class S trained from their childhood too.
