The rule as I remember it was paywall only, I.E. you need to pay subscription fees or fees per-chapter. It doesn't impact sites that are aggressive with their site ads, because there's browser tools that can be enabled or included via addons to remove those.
Basically the rule came about because some groups were getting out of hand with their releases being multiple chapters behind and dumping watermarks/end credits all over their uploads to "read the newest chapter at _____.com", and in order to read those chapters you either needed to pay a monthly fee or some sort of per-chapter fee.
They don't look to be doing the uncensored version, nor are they charging for reading chapters not yet listed on Mangadex, so how exactly is this the same? If you're just spouting shit to rile people up because you want the uncensored versions, stop.
