Its pretty common for a spell to go unexpected isnt it? it probably took the request and amped it up to 100 and made alot of people just forget about him in general.

Covering the bases. The less people talk about him, the less people will question inconsistencies in what people remember, and the more easily the manipulation won't be questioned. If the spell is not questioned, it gets to do what it's intended for, and the matter of Kaiser will stop being questioned as well, so he gets the peaceful life that he had.

What the others said, but also, in general when tropes like this happen, the explanation a lot of times is something like "the more precisely you try to delete a memory, the more can go wrong, so a more blanket forgetting like this is safer". Like because you just delete a specific thing, inconsistencies might arise because of other things connected to it, which can cause mental problems, etc. So just making Kaiser go poof completely is the better option.
