I think it's more a result of how they're perceived due to the reversed gender roles. The men in this setting are meek and mild, and are generally considered more pure than women. It's like how in our world, there's been a historical tendency to underestimate a woman's sex drive, so some men would view sex as something women only did out of a sense of duty to please their husbands and/or have children, rather than it being something men and women alike desire and enjoy. I assume the vast majority of guys in this setting are perceived as fitting into one of two roles. The younger guys are seen as innocent and virginal with a childlike playfulness, and the older guys would fall into a role we might see as motherly, calm and wise and nurturing. I guess some guys fit into a third, more seductive role (I seem to recall the most attractive of the male prostitutes being like that), but Recoa is the head of the temple, so her view of men is even more skewed than usual. She has trouble with the concept of a guy wanting sex enough to get hard from foreplay alone rather than magic.
