I don't think the girl was being mean. It probably actually is Halloween. Yuki's worry was whether it was seeing her that reminded the girl or if it was a coincidence. And even if it was seeing her that did it, she's still not being mean, she just thinks Yuki is doing something for Halloween, since she does look kinda goth/punk in that makeup with her usual hair and everything.
