From what I remember it's testosterone that causes guys to run warmer. Makes us burn more energy in general so we aren't bothered by the cold as much

Sort of but not exactly. Technically women have a higher core temperature on average. Men seem warmer because testosterone increases the development of the cardiovascular system, which boosts blood flow through the body. That causes the extremities to have a temperature closer to the core body temperature. Men seem warmer because of that, while women likely have a higher core temperature because their bodies are trying to warm their extremities, or just because they are losing less energy from their extremities.

Also, oestrogen make the blood less fluid, more viscous, so less able to transfer the core body heat to the extremities.

Ask trans womens at the start of their transition, just after taking the HRT, they will confirm they feel colder just after.
