Because censor laws are written by not very smart people. Laws said "man" or "animals" genitals. These are "monsters " genitals. nope. i can honestly tell you in 21 chapters there's only ever 1 nori (black box) for this whole manga, and its in the web version of this chapter the last page last panel (the web version actually nori-ed the dick on the strap-on). but it isn't censored in the tank version, so i use that instead.
It'd be interesting to see how the licensed version deal with this though lol
