Nah, this isn't the world that's supposed to develop to the max. That's why he got scared the water pump is already too much and called the gods for verification. Keeping this in mind, he actually shouldn't try to introduce anything much to the world. So far the gods have had a very good opinion of him and they have all given him boons after the first meeting. He'd be wise to keep it that way. He might want to develop magic, though, since it inherently belongs to that world. Also, the gods directly control the magic, so if he was about to go too far with it, the gods simply would not make it work. But if he introduces tech, the gods would need to remove it from people's memories and also erase any prototypes and recordings. That's a lot of work.
