They didn't, the goddess did because it was unfair that the mc was able to get the spirit king to change their class as a gift for saving the elves. It was also a way for the goddess to help the humans because of how powerful the demon lord is.

This was explained more clearly in the LN (Vol. 7, 8 or 9, can't remember). For reference, it was somewhat explained in Ch. 78 but simplified. Basically, the Heavenly Realm realized the demons were cheating in a way and so it was decided, after the God of Spirits' decision to upgrade Allen's party, to create a class change dungeon to better handle the threat of the Demon King's army. This was so that balance could still be maintained since, otherwise, the world would need to be destroyed and re-created yet again.
