I don't think so. Considering this story, "getting an arc" would mean she's going to hurt him in some way or another. There's no way that would happen.

She was an apprentice teacher when he was younger. He was blamed and bullied for something he didn't do and she sided with the rest of the class, which broke him and set him up to entrap one of his classmates into a situation he could he could mercilesly fight back under the excuse of self defense. He eventually blocked that memory but it weighted on her enough to quit teaching.
She probably associated his happiness with both a shot at redemption as well as something she owed him, which eventually became an obsession, which is sort of what drives most of them in the story.
