Normally Onee on it's own is an abbreviated form, the word is usually paired with a suffix like -sama, -san or -chan and pretty much directly addresses an older person of female gender - depending on the speaker's own age and their reltionship. Such as:

Onee-san pretty much means older sister, but is also used by someone younger to adress an older girl or young adult woman. Connected with -chan it becomes more familial and definitely more affectionate. Onee-sama is the same, but -sama is highly respectful. It also has a yuri-connotation, so a girl who loves/adores an older female love interest might address her as "onee-sama".

Now as for this case - it's a specialty of Japanese. Let's take a look at the original title:
