HE HAS NO GOAL HERE. He isn’t interested in Hinako AT ALL.
He’s literally just the male equivalent of Seira.

Also, I’ve kinda just given up on complaining about this kinda shit in romcoms
It’s just like in a horror movie: If the protagonist was sensible, the problems would never come up, but then we wouldn’t have any story.

I disagree that he isn't interested in Hinako. Here are my notes for him. He's made at least a couple of moves on her.

Hirano (M)
o) 2nd year university with Hinako
o) Very popular
o) Hinako attracts his attention at university
o) Hits on Hinako at the beach but she doesn't realize what is going on
o) Shows up at the izakaya and gets deflected from sitting next to Hinako by Asahi
o) Wants to drive a drunk Hinako home but Asahi surprises him by jumping in
o) When he hears that Asahi is making Hinako wait he asks if that means he still has a chance

Although I will agree that he has made advances, he hasn’t seemed to be pursuing Hinako seriously. It’s all seemed like a joke so far.
Maybe my information is inaccurate because I haven’t read this series in a while, but I don’t dislike Hirano. I don’t think he’s seriously pursuing Hinako, but even if he was, I wouldn’t care. He’s been outcompeted from day 1.
