The fairy maids of the Scarlet Devil Mansion stick around for the benefits (a cute uniform, free food, a cozy environment to hang out with other fairies, admiring Sakuya) and can't be trusted to do their jobs properly without supervision. (It's noted they enjoy baking and cooking, so generally can be trusted to get that done, but very rarely clean up after themselves unprompted because cleaning up is no fun.) Once the novelty wears off, they fly off and do something else, which is why the Scarlet Devil Mansion is constantly hiring new fairy maids.
