It's been shown multiple times that when slave manages people, they don't really remain 'human'

As for why slave claims to be controlled by the committee, this could easily be another "forced contradiction", an excuse to give Mokjin one last chance before being forced to enact the so called 'perfect' answer as outlined in ch54
