I believe it's due to the censorship. A pussy, and sometimes the whole crotch WILL be censored to hell and back, but something that looks like one but isn't (or can be argued it isn't), like an armpit or a bellybutton, gets a free pass. Keep like that for a few years' worth of degenerate doujins (which are also censored, mind you) and there you have it: a culture-wide fetish.
It appears weird to us mostly because we don't have laws that prudish (yet).
