Hirakawa was just jealous because she couldn't create a new magic herself. As an engineer herself, I'm sure she doesn't consider all those responsibility stuff.

Some notes about the translation:

Pg 7: "young magician born on the" <-- incomplete sentence
Pg 10: top left bubble is not in English
Pg 22: top left bubble feels unclear. After checking the raw, this is what I think it should say: "Or perhaps conventional weapon manufacturers want to prevent the decline of sales from being replaced by magic?"

Though there's a very minor thing about pg 22:
"by being replaced by magic" --> "from being replaced by magic"

They want to avoid the decline (from being replaced by magic) by spreading news about the nine school competitions.

imo 'by' fits better than 'from' because its explaining the direct cause but either is fine.
