In Final Fight Metro City is essentially New York, but for whatever reason when it was added to Street Fighter is was originally on the West coast. In any case, it's just a joke.

99 was exactly the time when LAN Partys started to become a thing. Either 5 or 10 dudes meeting at your friend's parents house in the basement or going to a big one with at least 100 people up to about 500+ with your own PC and 25 kg Monitor. So this is a big reason, why competetive gaming became a PC thing and I guess we dont need to talk about this internet thing, that started to get big too around that time (and killed LAN parties too btw).
