He may have been unaware or surprised that they invited him to a class reunion. The fact that he has been so proactive in the revenge and yet has 0 points and is making sure hat they all suffer the punishments equal to what they did.I entertained the thought that he might have been helping, but did not plan the possibility he might be the one actually being the mastermind. Maybe Tojo is entirely innocent because she isn't doing it. She learned to move on and grow despite all the horrible people to her.
The early chapter made it seem like he was absolutely unaware of this.
