I think this is a solid conclusion to Luna's arc. Her attempting to atone for her mistakes and being willing to sacrifice herself for Watari and Ridley's sake demonstrates that she finally understood why people care for each other. I find it elegant that the chapter ends with Luna gazing upon an Earth destroyed by people like her, with the spirit of beauty and human connection by her side this time. On one level, Luna gazing at the ruined Earth symbolizes her reflecting upon her mistakes. On the other, it generalizes this potential for redemption and inherent goodness to all of humanity.
When one reads the white space on the last page as the Sun from the previous page, the final page even depicts a lunar eclipse! The light that Luna reaches for is only marginally diminished by Earth's umbra. It is quite hopeful.
