a ghost story he didn't like the ending of.... It's also interesting to see that Andou is explicitly the in-universe protagonist of the town. It makes her the character who is meant to experience all the ghosts stories first hand. But she's been barred from doing so before the timeloop even started.

All before our protagonist Sakura entered the equation, and became the out-of-universe protagonist of the story we're reading. Considering then that the town is Hisagi's creation, would Sakura be a legitimate outside force then? while her parents are from here she herself isn't.

Hisagi's is providing the spectres but the loops, The town itself, and presumably Andou's resurrections are all being handled by Oiya-sama. there's also the fact that Oiya-sama is genuinely otherworldy in behaviour while this guy walked up went "yeah I'm that famous author and also I ascended and am still a pretty normal guy" I'm sure there's more we'll find out later, but I dunno it's like he stumbled on Oiya-sama's domain and basically just hijacked it for his own ends.

I honestly thought this was going into more filler, but it looks like they're locking into the plot pretty hard... Though I imagine Andou will still have to lose her memories again at some point, to allow Sakuraba to redeem herself

I dont see the point of the loop. He didnt like the end of a story and he's trying to create a story for Andou to unfold and the loop is to make sure she does it in the right way?

Because it ended? Because the victims got away? Because he himself was a witness to a ghost story that ended poorly for him and he has been lashing out ever since? If he is the author to all the ghost stories in the town, then the story ends once the victim is dead. And as has been pointed out numerously: that’s gonna end with depopulation and an end to the horror. But if the town starts again? Oh so many myriad stories and variations can play out for ever.

Insane is the right word, stupid isn't. There is beauty to be found in iterating on a single setting, just ask any fanfiction author worth their salt. Or just read the When they cry series. What makes it insane is both that he seems willing to stretch this story to infinity and that, well, he's treating humans as characters of a horror story.
