At first, I thought they were totally screwed. But then I remembered the reward she'd get if she actually beats Daiya: 10,000 Lapis photos and 100 million. That's way too specific for a battle they're supposed to lose.

The only thing I'm worried about is Chie's CEO position that Daiya promised her.

So I'm assuming they'll somehow win and make Daiya go bankrupt, which means she won't be able to give Chie that position anymore. cope

There's no explicit law regarding Zoning rule for Ryokan/Inn and Hotel in Japan, you can technically build a hotel next to your competitor.
As long you follow the Fire Safety Distance rule, Geothermal well spacing rule, at least 100m away from school and library rule, and other rule.
Oh, and Local Government can pass an ordnance that prohibit new Hotel or Ryokan being build in their territory.
