Logic often goes out the window for mangaka when you try to force a situation like this one. Almost every romcom has some form of forced writing like this. They just can't think of anything original until one of them does and all the rest copy it. Such is the cycle of slop.

It’s just a little frustrating that he can’t “man up” even a little. You’d think he’d get at least a little confidence from being with her and her regularly coming back for more.
