He's a dad, and do remember that it's all for his daughter that he's doing this. When he saw the girl that in state asking for help, his father instinct kicked in. A father like him would've hoped that this won't happen to his daughter as well, and that's why he helped.

The MC been under a lot of stress since start, and with the spy case, it spiked to another level, the actress appeard at a moment where he was sure he had the spy in his hands, that + the fact that he compared the actress to his daughter make it even more understandable that he made a mistake

Her mother was right there, and she made it seem that it was her mother that abused her. If he had gotten her to the police she might've been returned to her mother, and she might've gotten worse abuse.

Also, he was apprehensive in following her to the love hotel, but since the owner/staff seemed like he was hidding her, he trusted her.

Lastly, do remember that she made it seem that she was a run-away girl when he first met her at the market, and the ice cream store.
