Modern cityscape, cars, industry machine tooled metalwork- is there a time slip/different world/dimension factor that is part of the world building that has yet to be mentioned or was it stated earlier? Similar to Dragon no I de Oyasumi (and even some bits of Touge Oni), though very different vibes storywise.
