Its a residence card, they registered her as a foreigner living in Japan (technically correct lol).
My guess is either she used magic to brainwash them like the best McD employee once did, she forged it (again with magic), or the Japanese government somehow understood her situation and made an exception.
My guess is the 3rd option tho, since in pg 32 she added "they told me not to speak of it too loosely"
