Even twenty years ago, when this "lolicon" push started in earnest, no one--me included--said anything about it because it was just some strange fetishism that existed in some part of the anime/manga/LN sphere. It was just there--if you wanted to see it, you could; if you didn't, just look away. As a result, neither it nor anything else about it--or the people that liked it--were all that noticeable; some of what accompanied it was entertaining, like what came out of the Touhou series once it finally caught on in that time.
Roughly four years later, and only taking that much time, you would have seen a slew of lolicon media--and with the very writing of the works in the aforementioned sphere shifting to match. Kenichi was no exception: it went from showing girls like Miu (for simplicity's sake, I'll use her as a main example) primarily to making a point of turning girls like Honoka into sexual spectacles (when it would happen, mind--the story in general didn't turn into lolicon). For example, there was even a point at which Matsuena devoted most (if not all) of a page to a completely unnecessary depiction of Kushinada Chikage changing her clothes (with the visible disrobing that entails): if Matsuena hadn't included it, the story would have neither lost nor gained anything.
No one thought much of it--me included--because of the same reason as before...but also because no one saw what was happening.
Fast forward to now. The Shanaclones had finished their run, for the most part, by 2012 (i.e., fourteen years before now) or so, and "lolicon" is mainstream. Your average mangaka writes stories in which he subtly implies (usually through a spineless MC afraid of big breasts, but not always) girls who look like Miu are repulsive, but those who look like Chikage are ideal. One of the most popular mainstream anime--popular enough to be well-regarded by women through female streamers--revolves around the life and times of a 150-centimeter-tall elf who's allegedly more than a thousand years old, but looks incontrovertibly like an elementary-schooler; this is while ANY story with a female lead who looks like Miu (even with Matsuena's committed nerfing, which is now industry-standard for busty girls like her) is called bait for "coomers" or "gooners", no matter how far sexual fanservice actually is from the forefront of that story. Capping this is the flagrant aggressiveness of "lolicons" themselves that started around 2012 in not only defending their fetish, but promoting it and reviling actual feminine beauty, such as what you'd see in girls like Miu--emboldened by the fact that girls like her would attract sheeple and feminists squealing about "coomers", "gooners", "misogyny", and what have you, while lolicon would mysteriously go largely ignored by comparison.
Now, no matter where you look, you're almost guaranteed to find "lolicon"--and if you say something about it, some "lolicon" (or the supporters of his fetish) will try to give you a hard time over it, often with some of the most ludicrous talk you might hear that year. People are way late, but they're only now noticing what's been established all around them.
