but I mean, I guess that's the writing style. Ass-pulls and misdirections and out-of-character bad decisions and whatever else keeps people going "I don't know what will happen next" as cheaply as possible.

Which probably means the drugs Kai just took are just that. I don't remember if their existence was outed anywhere in the story so far.
It helps things make a little more sense, even if they shouldn't, who even knows anymore?
