A stupid one does, and I've seen a few of those unfortunately.

A good dealer doesn't, but if you're in the business of selling drugs, you've already made a couple bad decisions. Everyone I ever dealt with was using their dealing to support their habit to at least some degree.

I think this means the state is the best drug dealer?
