Both profile photo and banner are SFW and innofensive, I don't see why he should be for that. About the profile, are they always locked after a permaban? Some people that had temporary bans or no bans at all chose not to make it available to anyone to avoid a direct confrontation, trashing or tracking.

About the second part, I assume how it works is like this:
Permaban = This user's profile is not available.
Private = This member limits who may view their full profile.

From what I've seen, yes. I think @HoangDinh just has a month ban like with what happened to @Basic_human that one time.
