The U.S. government believed the kidnapping was an inside job so they sent Leon since he was reputable for surviving Racoon City. Also, if I remember right, they didn't know for SURE if Ashley was even there in the first place. Leon was only supposed to investigate, not be G.I. Joe and save the day.
