I'm not gonna say names, but I HAVE gotten "cease and desists" from other tls who I asked if they would let me work on something they stopped working on years ago.
They said they would continue it, yet to this day they have yet to work on it.

Yeah, that's... a load of crap. If someone is willing to do it, let them. In general my thinking is two weeks without a good reason to allow more time, though I'm not a scanlator, so take with salt to taste....

I am more on the "months" time period before a story is free to pick up, cause some manga are monthly, sometimes more. That and if I see the TL has not been very active recently like Doctagon has.
Which I do not mean to disrespect them, they are darn good at what they do, but it's been 2 years so...

Honestly people who do that reminds me of those companies that just sit on IPs all day and do nothing... Pisses me off...
