They kind of already do that naturally though. Just try and see what happens when a pet rat gets pregnant and has babies. The results are usually not pretty...

This seems like a dead end for various reasons - hard to breed if you're eating your potential partners, hard to raise young to adulthood if you eat them first, prion diseases....

Don't other animals eat rats, too? Does it have to be cannibal rats?

@Mangamoz but they will prioritize easy food like trash, and valuable crop. We need them to be highly specify like shrew

@Angry_Panda that's where the pheromone plays a role. Make the cannibal rat have specific pheromone that only detectable with other cannibal.
