When i beat cheif in the first stage fight in the city i was like "that was easy" but when he pratically made his own ultimate weapon from just a huge chunk of concrete i was like "awww shit"
i still beat him under 20 seconds

After attaching that pillar his defences were drastically lower than normal, that's why.
