Rico Rodriguez. The character you play as in the Just Cause series. He is, undeniably, one of the strongest characters there is. With unbelievable bullet resistance, the ability to heal, and the backing of Im pretty sure 4 maybe 5 countries, all armed to to the teeth with various special weapons and vehicles, collected from all 4 games.
I think that Rico Rodriguez is a force to be reckoned with.
