I think he's doing it this way :
1°) To teach his sister a lesson
2°) Likely any magic he uses would dissipate upon entering the anti-magic zone ( might be possible that even his meteor would be dissipated )
3°) Because he has a plan to destroy the country and the optimal way to accomplish it...
