I mean when a translator openly mocks this rule in a manga's comment section of a manga he purposely rewrote and yet no action is taken makes me wonder what is even considered trolling.

You can report the English chapters for breaking rule 2.3.5: Joke or troll releases are not allowed, except on April 1st. The translating group does normal translations on some of their other work so its obvious this is just a troll translation. Reporting will be much more likely to stop stuff...

I don't think this is serious. He posted on the last chapter 9 hours ago and his profile says he was on 37 mins ago. If it is serious though, my condolences to the family.
