Yes/no afaik, because she's funneling part of it with the black mist (as The End, she's the source of the black mist "curse" that affects the Rainford bloodline), but the white mana being talked about here isn't ever explicitly stated as hers, far as I know. Either it's his (mixing with hers)...

I'm gonna bet that Cardinal / dragon girl is the only one of these people who's actually good, and Lilac + this girl are both up to some fuckery. The mountain region seems like a good candidate for a "we seem evil so we've always been persecuted and we're just defending what's ours" type of plot.
