That is a good guess actually, but unfortunately not it. Pretty sure they were both in high school, and the art style seemed more "shounen-esque".
All I remember is her and maybe that the protagonist kind of seemed desperate or like a player.
The heroine had short, blue hair and looked kind of like Rei Ayanami. Can't remember the name for the like of me and I'm 50/50 on if it had an anime of not. It had a classic style to that Era, not realistic. Looked pretty shounen.

Finally decided to catch up where I left off after the timeskip. Something about seeing the mom's existence becoming so weak and pitiful by time passing and her own self-destructing mental illness was the saddest part for me. The part where she just slowly dies like nothing after years of wasted...
