If you mean Berun, Keith/Keye's partner he's missing his clownlike nose.
His features look a lot more similar to Harry Jet, the partner of Gyaron (who fought Ted during the faudo arc)

Josuke's power is to 'fix broken objects'. Technically, Okuyasu's dad isn't 'broken' or 'injured'. He's technically in 'perfect' condition, so using crazy diamonds power wont do anything to him, because since he's mutated his 'fixed' form is now permanently the gross mutant.
