so it seems Fal is the one creating the flesh golems which others are calling chimeras. So i wonder if there is a legal distinction between the flesh golems and illegally making monsters like what fal said is the domain of a demon king or dungeon that would allow sorophia to not take her down...

you know it just occurred to me. Rudy has now gained a reputation for making abnormal/unusual weapons for her clients. Maybe the chimera creator wants rudy to make unique weapons/armor for her creations? Imagine the chimeras we have seen but heavily armored with custom weapons.
