The manga is serialized in Ultra Jump, so yes, it's a monthly magazine. Haha no Ai wa Mama Naranai! was first published in the January issue of Ultra Jump, on December 18. The next issue is on January 19, so expect it to be uploaded around January 20 at the very least (add +1 day for the west)...

From what I have gathered, there was a group that was blatantly advertising paid content on the chapters, got caught redhanded, and blocked. They then went to mangadex discord support channel and asked why they got blocked, and they were given the clause, to which they replied ”many other groups...
