This character arc for Gotou has been building up for a while. He first started off as meek and mild. He fell in love with Agawa and wanted a serious relationship but failed due to his lust. He wanted to be JUST Agawa's fuckbuddy as he probably thought it would then develop into more serious...

Gotou is trying to manipulate Agawa into wanting him. As such he's putting further distance between her and him in order to get her desperate for him. If he just let her join in then she'd think he's "easy" and thus "mistreat" him (at least that's what I think is going through his mind).
