IIRC, in the commentary that both sometime and Sou post on their respective fanbox, they've mentioned that they try to avoid letting plot hooks unresolved when a volume ends so the story doesn't feel incomplete in case they get axed. I assume that is the reason they are solving the Red Dragon...
