Nah they totally would. Kou had this guy fight a 2v1 and not let him attack for 2 minutes before, and with the condition that you’re guaranteed a spot in E4 if you can land even 1 hit. Kou might be a ruthless ruler, but it seems he’s concerned about keeping appearances and stay true to his words.
