These assassins are so skilled, they can hide their shoot out in plain sight. My headcannon is, that the public cant see the shooting and only sees these fights as freak accidents or sudden gust of wind.

Its just weird that Isagi named it like its some superpower, when all of it was an acquired set of skill. But it would be funny if Niko was like "Meta-vision? Wtf is that, I just used my eyes and brain" (A small reminder of what Rin said back in the earlier chapters)

If we look back to what the Captain said, it seems there is a leftover desire that wasnt consumed. And its what made him function a bit. And looks like that leftover desire can grow. Like the Leftover Carrot top explained by Senshi.
