Kingdom is different I would say. Kingdom can include merely being royalty, or operating within a kingdom, but kingdom building has a different connotation. Perhaps 'nation building' would be a more accurate tag

I think a good tag would be "Kingdom builder", particularly thinking about manga's where the MC is building up a nation/kingdom either through policy, culture, physical structures etc. A good example is 'That time I got reincarnated as a slime.'
