It's not that fast. It's actually even much slower than Genbu saga. When Genbu reached chapter 11 they already met Hikitsu, the 5th celestial warrior already. Current Byakko saga is chap 11 but we just meet the 3rd warrior and have no idea what requirement to make him join the crew.
