If I remember correctly, he has a burning hatred for ghouls/kaneki because kaneki and friends seriously injured his aunt (special class aura). Him and his aunt were very very close, so he's blinded by his emotions and pretty anti ghoul now.

This chapter shows the hypocrisy of ccg and humans really well. Members of the ccg didn't protest openly against oggai, or when they literally WORE GHOULS AS ARMOR, but when it's a full ghoul then it's a problem. People like kano, kaneki, nagachika, the human organization that supports ghoul...
