Why would you decide who gets to "confess", based on a competition where people like Takasu, and bunches of other horny teenagers, males who have very skewed ideas of what a fine female is, and females who may decide to vote against someone they just don't like, or something else.
What does a beauty pageant have to do with being together with the boy? Shouldn't he have a say? (Even though he has proven to be bad at understanding his own feelings ...)

I will say that I don't trust Kotaro with "having a say" but that's because he's an idiot who likes him both but is afraid of committing.

Otherwise yes, using something like a beauty pageant just sounds like an excuse on the part of the author/artist to draw girls in things like dresses and (likely) bikinis for the sake of fan service.

If Kuro wins, she'll confess. Same for Hikari. So, what someone else wins?
Kuro's plan revealed at the end shows she doesn't intend to win. Her actual goal with the festival plan is to push Hikari into confessing while burying her own feelings.

If I had to guess? Kuro has a change of heart partway through the festival and manages to win, givign us a double spread confession scene and everything... only for her friend follow up on Kuro's initial plan and wipe everyone's memories anyway. Setting us back to zero progress.

A cynical prediction, but the "unlucky in love" curse gives all the excuses an author needs to drag out this plot.
